About the Author

Grenby's Anti-Jacobin Novel is an excellent work of scholarship that brings to life a little-known corpus of English literature. Obviously the product of years of research, the writing is deft, jargon-free, and puts the literature into the fascinating context of revolutionary-era Britain. Highly recommended for the scholarly reader.

Refreshing persectives

This book offers a very easy to read review of one important approach to electoral engineering. In doing so we can only hope that some of the now traditional (and rather stodgy) perspecives of dehumanised mathematical proportionality, so powerful in recent decades, may finally enjoy a little intellectual competition.
The historical revelations on the experiences (warts and all) of alternative voting in many regions of the world, especially in PNG as well as some of the real-politik motives for its ultimate endorsement in Australia a century ago is revealing.
Finally the easy to understand description of assorted variants to the family of alternative voting systems offers a practical guide to those societies struggling to develop a system of representation which provides useful dis-incentives to extremism, political exclusivism (boutique partyism) and party fragmentation while reducing the incentive to elite bargaining and out of public control horse-trading that takes place after elections instead of before them.
All in all a most interesting read.

As a student of international law, with a focus on International Humanitarian Law (or the Law of War), Detter's book was invaluable. It is hard to underrate her book. It serves as a solid, clear, legible guide.

If I could take only one book with me to do my work - this would be it.

Above all, it explains why the armed forces, despite the distinguished performance of a few elite units, dissolved prematurely and almost without resistance-in stark contrast to the grim fight to the last cartridge of Hitler's army and the fanatical faithfulness unto death of the troops of Imperial Japan.

This "academic novella," as Knox calls his narrative study, is strongly committed to the "argument from stupidity": the assertion that ineffective or unsuccessful war efforts reflect not merely institutional weaknesses but culpable and comprehensive incompetence. In discussing Italian Fascists, KnoxAa chair of international history at the London School of Economics and Political ScienceAdescribes not merely armed forces but a government and a culture programmed for defeat. Italy's administration was unable to mobilize the country's manpower, to say nothing of its material resources. Its industry, Fiat in particular, was corrupt and incompetent, Knox demonstrates. At strategic levels, the Duce and the generals refused to set priorities or cut losses. As a result, Italy's already limited strength was dissipated after 1940 in theaters from Tunisia to Stalingrad. Logistics, communications, armament, doctrine, trainingAall were not merely inadequate but, Knox finds, seriously defective. Officer corps more concerned with securing the proverbial "good plate of pasta" than with developing the effectiveness of their respective services substituted vitalist rhetoric for objective analysis. Army leadership virtually ignored the connection between training and performance until 1941. Courage and intuition were expected to compensate for discipline and instruction. Until early 1943, virtually all Italian fighter pilots communicated with each other by hand signals, as in the days of the Red Baron. The list goes on and on here, and the result was best expressed by American war correspondent Ernie Pyle. Italy, he mused, was like a dog hit by a car because it tried to bite the tires. Knox's cool, matter-of-fact narrative evenly traces the ensuing tangle. (Oct.)

This somewhat scholarly but still readable monograph on the Italian war effort 1940-43 dissects the reasons why that war effort was so singularly unproductive. Mussolini himself never had really centralized control over the largely monarchist armed forces, and kept trying to make himself indispensable to the Germans by overextending his military commitments. Italy's industrial base was inadequate, the training of its soldiers even more so, the designs of most of its weapons were either inefficient or obsolete, and its navy was handicapped by disastrously inaccurate heavy guns. Nor was there sufficient enthusiasm for Italian participation in the war to generate the kind of reorganization that both Germany and Japan undertook when their flaws showed up under Allied pressure--and then in 1943 it was all over for Mussolini's Italy. Knox largely cites Italian sources, but there is enough in English, and Knox provides enough background, to make this a valuable introduction to a neglected aspect of World War II. Roland Green

A much-needed study on WW2's most understudied participant

This book is the much expanded version of an essay which appears in the book "Common Destiny" by the same author. It fills an important gap in English-language history of WW2. The Italian participation in WW2 has been minimized, misunderstood or plainly ignored by many English and American historians. There is no shortage of books that lead readers to believe that Rommel had only (or mostly) Germans under his command in North Africa, when in fact they were the smaller part of his troops. Similarly, crude jokes on the Italian army in ww2 have been all too often the substitute for serious analysis.
This book has a rigorous, analytical, well-documented approach to the problem of explaining the extent Italy's defeat in WW2. A defeat that was so comprehensive in spite of the fact that the Fascist regime had regarded war as central to its objectives for 20 years. The author has drawn extensively on a vast number of high-quality, specialized studies by Italian historians (generally not available in English), and this alone would be enough to make it unique. However, the author ties together all the documentary evidence in a convincing thesis.
Basically, the main conclusion is that Italy's defeat was made inevitable by the failure of its "military culture", a concept that encompasses not only the strategic/operational/tactical spheres, but also the relatiosnhip regime-armed forces-monarchy, the military/industrial complex, and the cohesion of society as a whole.
The author's analysis is extensive and multi-faceted; for example, he covers in detail the obtusity of the top brass (and its reverence for the infantryman-mule combination), the neglect and contempt of the rank and file by the officer corps, the inefficiency of the cartelized arms producers, but also the basic cultural deficiencies that made it difficult to turn Italian recruits into cohesive, motivated units.
In short, the author shows that the extent of Italy's catastrophic defeat was made inevitable by intellectual failure -many of the armed forces' shortcomings were, quite simply, self-inflicted, and even the meager industrial resources were squandered by incompetent management. I might add that these mistakes were bound to be penalized devastatingly in a war like WW2, which required outstanding managerial skills at all levels. Indeed, people familiar with Italian history (whether military, economic or social) will recognize the pattern in which, as the author says, "collective inadequacies in research and development cancelled out individual skill and valor": invariably this country, so skilled at brilliant improvization, has found itself ill at ease with long term planning, objectives prioritization and resources allocation.
The book deserves its 5th star for redressing some of the mistaken theories "explaining" why Italy's defeat was so total. The first theory, or I should say prejudice, is that Italians were not willing to fight. The author mentions several occasions when the Italians fought determinedly the only type of warfare which they could fight - non-mobile defence (Cheren, Gondar, Bir el Gobi, El Alamein, Tunisia); moreover, and more importantly, he points out that "units in north africa, Albania, and Russia held together in conditions (...) that would have caused soldiers of the industrial democracies to quail". Another theory is that the Fascist regime was responsible for the disastrous planning and conduct of the war. The book makes it abundantly clear that the regime did have major responsibilities in sstrategic blunders, but they compounded, rather than cause, the faults within the armed forces.
Finally, I would like to note that the book is a valuable case study of an army that prepared for "the previous war" (or even the one before...). As such, it provides general lessons that can have universal validity and transcend the specific case of Italy in WW2.

Hitler's Italian Allies is an impressive, unique, and highly recommended contribution to World War II studies and reading lists.

Could the Italian Armed Forces and the Generals who were in charge be any more inept if they tried. From 1922, after the 'March on Rome' to the 'Forty-Five Days' in 1943; Mussolini and his Military did everything they could to build a strong armed forces, but ended up building a Camel. (A camel is a horse designed by a committee.) From what Knox writes, the three branches of the military spent more time fighting over money and prestige than training and building an effective offensive power.

In the seventeen years leading up to 1939 (versus six years for the Germans) they spent billions of lira on military hardware that didn't work and never created the necessary 'links' between the services that would allow joint efforts. The Air Force still relied on a bi-plane as it's main fighter and had no airlift ability to bring in supplies or support paratroops. The Navy built Battleships that didn't have enough destroyers to protect them, ineffectual guns, no ability to fight at night and catapult launched floatplanes that couldn't be recovered at sea. The Army depended on Tankettes and a medium tank that had such a small main gun that it was useless outside of four kilometers.

Over the years the Air Force had so many prototype planes that they had few squadrons that were homogeneous. There was no effectual anti-tank squads or guns, and logistics were so bad that most soldiers received mail only after three months. The inability to feed and cloth soldiers on the move in Africa meant that some didn't have hot meals for months on end. The Air Force and Navy seldom worked together because their was little or no communication between them.

So was this endemic to the Italians. In a word, Yes. Unlike Germany, there was no history of prestige for being in the military. Unlike the British, this is where the nobility sent their sons only as a last resort. Cheating the military on quality and quantity of goods was looked at the same way as cheating on your taxes. The Italian 8th Army in Russia received boots that had soles made out of cardboard because no one checked the consignment. The Italian Navy tried to keep out of harms way in order to protect the few ships they had been able to build and knew they couldn't replace.

Mussolini spent most of the late 20s and thirties as his own supreme commander, placing his Fascist cronies at the head of the different branches of the military. (As ineffectual as Goring was, the Luftwaffe had good officers and equipment.) The Italian military built more for prestige and looks than effectiveness. The Italian Navy had over 100 submarines by 1939, but few were ocean going and easily found by sonar used by the British in the Mediterranean.

According to Knox, if your looking for an example of how NOT to run a military; the Italian Armed Forces was a sterling example. It should be noted that when Italian troops were well trained and armed they were able to acquit themselves well; unfortunately this was rare.

The suggestion that the communists/radicals were able to infiltrate particular American CIO unions either because they were opportunistic organizers or because their ideology made them worked harder are quickly shown to be false in this revisionist book. The reason: the reds got better results for the rank-and-file.

Because of a range of factors which the authors lay out in a very clear form, red (roughly meaning radicals of a socialist/communist nature not necessarily explicitly tied to the Communist Party) led CIO unions were much more democratic (underminging Michels' iron law of oligarchy), they consistently won more pro-labor contracts in comparison to their moderate and oligarchic counterparts in the CIO, they had higher levels of gender egaltarianism, and finally they had higher levels of racial egalitarianism. The bottom line is that because of the political practices that the reds adopted in certain CIO unions they were able to achieve more substantial gains in the labor movement - in terms of both organizing and collective bargaining.

But what happened? Why did the CIO end of merging with the AFL and move to a business union strategy? The conclusion and epilogue provide a very interesting answer to this question which suggest that the radical leaders made a number of crucial tactical mistakes. But I will leave this to the reader to discover.

This book could not come more highly reccommended. It revises the historiography concerning radicals in American unions and it also provides an interesting sociological analysis of political practices. The errors in research design are too minor to overshadow the great contribution that this book has made.

Splendid study of Russia in the 20th century

Part 1 covers Russia's story through time from 1900 to the present. Part 2 looks at themes and trends - economic and demographic change, rural development, industrialisation, women, non-Russians in the USSR, the western republics, science and technology, culture, foreign policy, and the road to communism.

Ronald Suny writes, "The totalitarian approach turned an apt if not wholly accurate description into a model, complete with predictions of future trajectories. The concept exaggerated similarities and underestimated differences between quite distinct regimes, ignoring the contrast between an egalitarian, internationalist doctrine (Marxism) that the Soviet regime failed to realise and the inegalitarian, racist and imperialist ideology (Fascism) that the Nazis implemented only too well. Little was said about the different dynamics in a state capitalist system with private ownership of property (Nazi Germany) and those operating in a completely state-dominated economy with almost no production for the market (Stalin's USSR), or how an advanced industrial economy geared essentially to war and territorial expansion (Nazi Germany) differed from a programme for modernising a backward, peasant society and transforming it into an industrial, urban one (Stalinist Soviet Union). The T-model led many political scientists and historians to deal almost exclusively with the state, the centre and the top of the political pyramid, and make deductions from a supposedly fixed ideology, while largely ignoring social dynamics and the shifts and improvisations that characterised both Soviet and Nazi policies. Even more pernicious were the predictive parallels: since Nazi Germany had acted in an expansionist, aggressive way, it could be expected that another totalitarian regime would also be aggressive and expansionist. Indeed, during the Cold War Western media and governments fostered the notion that the USSR was poised and ready to invade Western Europe. Any concessions to Soviet Communism were labelled `appeasement', a direct analogy to Western negotiations with the Nazis in the 1930s."

David R. Shearer writes, "the litany of statistics chronicling Soviet industrial achievements under Stalin was and still is impressive. In the Russian republic, alone, construction of new energy sources jumped the number of kilowatt hours of energy generated from 3.2 billion in 1928 to 31 billion in 1940. Coal production increased from 10 to 73 million tons per year, iron ore from 1 to 5.5 million tons, steel from 2 to 9 million tons. The Soviet Union went from an importer to an exporter of natural gas, producing 560 million metric tons by 1932."

Spending on science tripled between 1927-28 and 1933 and doubled between 1933 and 1940. In the 1930s, the Soviet Union spent a greater proportion of its national income on science than any other country. The number of research scientists grew from 18,000 in 1929 to 46,000 in 1935. David Holloway sums up, "Important though the Lysenko affair was, it did not characterize Stalinist science as a whole."

The proportion of women in institutions of higher education rose from 31 per cent in 1926 to 43 per cent in 1937 and to 77 per cent in World War Two, then fell to 52 per cent in 1955 and 42 per cent in 1962. As Barbara Engel comments, "Most of the women who benefited derived from lower-class backgrounds."

David R. Shearer points out, "Although the famine hit Ukraine hard, it was not, as some historians argue, a purposefully genocidal policy against Ukrainians. ... no evidence has surfaced to suggest that the famine was planned, and it affected broad segments of the Russian and other non-Ukrainian populations both in Ukraine and in Russia."

Peter Gatrell notes, "The state also derived a degree of legitimacy from the promise and the reality of economic growth, technological modernisation and social progress. There were genuine and important gains in literacy and life expectancy from one generation to the next. In the words of a broadly hostile critic, Soviet economic policies secured `some broad acquiescence on the part of the people' [Alexander Gerschenkron, Economic backwardness in historical perspective, Harvard University Press, 1962, p. 29]. That acquiescence rested upon Soviet-style welfare provision and opportunities for upward social mobility, which generated a sense of civic commitment and left a positive legacy."

In the 1970s, living standards, incomes and literacy rates rose dramatically. Between 1950 and 1975 Soviet agricultural output more than doubled, the world's fastest growth rate in volume and per head.

But with the counter-revolution led by Gorbachev and Yeltsin came disaster. In 1996, Russia's income per head was 47 per cent of 1992's level; agricultural production was 36 per cent lower in 1997 than in 1990. Wages in 1995 were 55 per cent of their 1985 level; wages in 2000 were still only 50 per cent of their 1990 level. Unemployment rose from 3.6 million - 4.8 per cent - in 1992 to 8.9 million - 10 per cent - in 1998. There were 8.2 million fewer industrial workers in 1998 than in 1991, a 36.8 per cent fall. Science lost half its workers.

Bill T. Arnold is Director of Hebrew Studies and the Paul S. Amos Professor of Old Testament Interpretation at Asbury Theological Seminary. He has authored, co-authored, or co-edited eight books, including most recently the Dictionary of the Old Testament: Historical Books (with H. G. M. Williamson, 2005); Who Were the Babylonians? (2004); A Guide to Biblical Hebrew Syntax (with John H. Choi, Cambridge University Press, 2003); and 1 and 2 Samuel: The NIV Application Commentary (2003).

Great for Reading Cover to Cover Rather Than Consulting on Particular Verses

This is a very learned and interesting book. Bill Arnold was my Hebrew professor 15 years ago at Ashland Seminary, and I was looking forward to this book. Dr. Arnold believes that Genesis should be read as proto-history and as Israel's national epic. Generally speaking, the commentary has more exegesis and reflection on chapters 1-22, thinner comments on chapters 23-36 (summing up the Jacob-Laban narrative in one section), and a fuller discussion of the Joseph Novel (Genesis 37-50).

He makes some shrewd insights based on the Hebrew text. He notes that Adam and Eve ate of the forbidden fruit because they wanted to become shrewd, but instead, they became aware that they were nude (shrewd and nude are very similar words in Hebrew). Arnold also mentions that the shorter and shorter lifespans leading up to Abraham could be because of the consequences of sin.

There is a full discussion of Abraham's life. He notes that Lot based his decision on choosing the land east of the Jordan based on what he saw, but that Abraham based his future on what God wanted him to see.

Arnold believes in something like the JEDP theory of Pentateuchal composition, but he does his level best to interpret the text as we have it. He does show that the repetitions in Genesis 6-9 are strong evidence for a multitextual tradition behind the narrative.

He also believes that Genesis 37-50 were composed independently of the rest of Genesis (though we see many of the same themes), and that this section could be the finest narrative in the Old Testament.

I think that this is a good, fast reading book. You should read it to get a feel for the ebbs and flows of Genesis. I thoroughly enjoyed it in this way. But it is not the best source for sermon preparation because many individual verses are not commented on, and it is often hard to find exegetical information on a given verse. Read Waltke or Sailhamer or Westermann or Mathews for sermon prep. Read this for personal enrichment and understanding of the whole.

A fine example of an expository commentary

The expressed purpose of the New Cambridge Bible Commentary series is to "elucidate the Hebrew and Christian Scriptures for a wide range of intellectually curious individuals" in a way that is "accessible" and "jargon-free." As readers of this review will know, commentary series are typically aimed at a range of readers, and we might generally divide commentaries into devotional (aimed primarily at the reader with no specialist training, but hoping to be useful to pastors and teachers), expository (aimed primarily at someone with a degree of training - like pastors - but useful to lay readers; the best ones will be useful to specialists, as well) and exegetical categories (focusing on philology, diachronic analysis, comparative literature and historical-critical issues; contemporary application of the text is often absent or secondary). In the tradition of the Cambridge Bible Commentary, the NCBC series aims to be an example of that second category, the expository commentary. But not all expository commentaries are made equal, and not all volumes within a series are of equal value. The best ones bring out from the biblical text treasures old and new, effectively digesting and communicating recent developments in scholarship without being carried away by trendiness and combining this data with the strengths of the history of scholarship. Bill Arnold's Genesis does this and in such a way that it should be accessible to virtually any reader.

Bottom line: Genesis, by Bill Arnold, is an easy-to-read expository commentary that should be useful to a very wide range of readers, from layperson to specialist. It effectively digests and communicates recent developments in Genesis scholarship and in OT scholarship more generally, creating a commentary for which there is no precise contemporary analogue. It is more concise than Ken Matthews' two-volume NAC commentary (1996 and 2005). It is more thorough and a much higher quality reading of Genesis than that found in Turner's Readings volume (2009). Unlike Brueggemann's older IBC commentary (1982), the sections dealing with contemporary application are subordinated to a careful reading of the text (Brueggemann's commentary is valuable, but at times it seems to skip over the text entirely to get to application). The closest corollary would be Clare Amos' volume in the Epworth Commentaries series (2004), or perhaps John Walton's NIVAC commentary (2001), but I think it an improvement over both of these. Arnold's scholarship is thorough but careful, not given to idiosyncratic readings. This means that it is a safe bet for someone looking for a point of access into the labyrinthine world of Genesis scholarship, a good one-stop shop for a layperson looking for a quality commentary on Genesis for their home library, and a dependable conversation partner for the scholar.

Excellent resource on Genesis

Dr. Arnold's commentary on Genesis is an excellent resource for pastors, theological students, and lay theologians. His down-to-earth writing style makes this work easy to read while interacting with critical scholarship. This work is best read from beginning to end, but the key themes are repeated throughout the book sufficiently enough that it is also helpful as a resource for the individual narratives as well. One major focus of Arnold's commentary is the etiological aspects of the book of Genesis, an approach typically neglected among conservative scholars.

Perhaps Arnold's most significant contribution in this work is his treatment of the dialogue between Abraham and God in the latter part of Genesis 18 concerning the impending judgment of Sodom and Gomorrah. He sets the narrative within the ancient Near Eastern framework of economic bartering, offering a satisfying explanation that hinges on the sustained tension between justice and grace that forms a major theme of the entire book.

I highly recommend this work for anyone who is already familiar with Genesis and wishes to deepen their understanding of the book both as a work of literature and as a religious document.
